As the capabilities of Artificial Intelligence (AI) have increased over recent years, so have the challenges of how to govern its usage. Consequently, prominent stakeholders across academia, government, industry, and civil society have called for states to devise and deploy principles, innovative policies, and best practices to regulate and oversee these increasingly powerful AI tools. Developing a robust AI governance system requires extensive collective efforts throughout the world. It also raises old questions of politics, democracy, and administration, but with the new challenges posed by AI's growing influence on markets, governing structures, international relations, healthcare, science, and political activism.

"How could this have happened?" The question still lingers among officials and residents of the small southern California town of Bell. Corruption is hardly an isolated challenge to the governance of America's cities. But following decades of benign obscurity, Bell witnessed the emergence of a truly astonishing level of public wrongdoing-a level succinctly described by Los Angeles District Attorney Steve Cooley as "corruption on steroids."

Free Download Adnan Rasool, "Sabotage: Lessons in Bureaucratic Governance from Pakistan, Taiwan, and Turkey"
English | ISBN: 166690175X | 2023 | 164 pages | EPUB, PDF | 1344 KB + 3 MB
How does a state continue functioning and ensuring public service delivery even during times of political crisis? Sabotage: Lessons in Bureaucratic Governance from Pakistan, Taiwan, and Turkey argues the answer is that a high-quality bureaucracy operating with institutional autonomy. Using primary data collected through extensive fieldwork in Pakistan, Turkey, and Taiwan, it explains how bureaucracy is the lynchpin that can save or sabotage a state. A high-quality bureaucracy based on Weberian ideals alone is not enough, it needs institutional autonomy to operate an optimal level. Using evidence from all three country cases, the book maps out scenarios of what happens when bureaucratic quality and institutional independence are altered. In the case of Taiwan, bureaucracy plays the role of a facilitator during democratization figuratively saving the state, while Turkey offers a scenario of democratic backsliding that is predicated on gutting bureaucratic competence . While the case of Pakistan theorizes that a bureaucracy as the guardian of a state can sabotage any reform or change in service of self-preservation. The book offers also offers useful insights about the process of democratization, such as a professionalized bureaucracy is the first step for democracy to take root, and that possible backsliding can be detected early on based on whether a government is purposely weakening the bureaucracy or hurting institutional autonomy through politicization. The book also proposes that reforms, specifically bureaucratic reforms need to be enacted for them to work.

Leaky Governance Alternative Service Delivery and the Myth of Water Utility Independence
Free Download Leaky Governance: Alternative Service Delivery and the Myth of Water Utility Independence By Kathryn Furlong
2016 | 240 Pages | ISBN: 0774831480 | EPUB | 3 MB
Municipalities face important water supply challenges. One response has been to render utilities independent from municipal government through alternative service delivery (ASD). For its proponents, ASD provides needed autonomy from municipal government; for its detractors, it is privatization under another name. Using Ontario as a case study, Kathryn Furlong paints a complex picture of both ASD and municipal government. Examining organizational models for water supply and how they are affected by shifting governance and institutional environments, she reveals water management and municipal governance to be deeply interdependent and contends that both must be strengthened to meet contemporary water supply needs.
