E-BooksThe Iron Curtain Churchill, America, and the Origins of the Cold War

The Iron Curtain Churchill, America, and the Origins of the Cold War
Free Download Fraser J. Harbutt, "The Iron Curtain: Churchill, America, and the Origins of the Cold War"
English | ISBN: 0195054229 | | 384 pages | PDF | 23 MB
It was forty-two years ago that Winston Churchill made his famous speech in Fulton, Missouri, in which he popularized the phrase "Iron Curtain." This speech, according to Fraser Harbutt, set forth the basic Western ideology of the coming East-West struggle. It was also a calculated move within, and a dramatic public definition of, the Truman administration's concurrent turn from accommodation to confrontation with the Soviet Union. It provoked a response from Stalin that goes far to explain the advent of the Cold War a few weeks later. This book is at once a fascinating biography of Winston Churchill as the leading protagonist of an Anglo-American political and military front against the Soviet Union and a penetrating re-examination of diplomatic relations between the United States, Great Britain, and the U.S.S.R. in the postwar years. Pointing out the Americocentric bias in most histories of this period, Harbutt shows that the Europeans played a more significant part in precipitating the Cold War than most people realize. He stresses that the same pattern of events that earlier led America belatedly into two world wars, namely the initial separation and then the sudden coming together of the European and American political arenas, appeared here as well. From the combination of biographical and structural approaches, a new historical landscape emerges. The United States appears at times to be the rather passive object of competing Soviet and British maneuvers. The turning point came with the crisis of early 1946, which here receives its fullest analysis to date, when the Truman administration in a systematic but carefully veiled and still widely misunderstood reorientation of policy (in which Churchill figured prominently) led the Soviet Union into the political confrontation that brought on the Cold War.

E-BooksThe Invented State Policy Misperceptions in the American Public

The Invented State Policy Misperceptions in the American Public
Free Download Emily Thorson, "The Invented State: Policy Misperceptions in the American Public "
English | ISBN: 019751233X | 2024 | 184 pages | PDF | 10 MB
In The Invented State, Emily Thorson argues that a problematic and understudied aspect of political misinformation reflects widespread public misperception about what the government does. Because much of public policy is invisible to the public, there is fertile ground for false beliefs to flourish, leading to the creation of what Thorson terms the "invented state": systematic misperceptions about public policy. However, people get the facts wrong not because they are lazy, stupid, or blinded by partisan loyalty. Rather, misperceptions are created when three conditions are met: when citizens have incomplete information about an issue, when their own biases color their understanding of it, and when they feel that the issue is important. In other words, the invented state is created not just by exposure to explicit misinformation, but also by individuals' cognitive errors.

E-BooksThe Internationalization of Government Procurement Regulation

The Internationalization of Government Procurement Regulation
Free Download Aris C. Georgopulos, "The Internationalization of Government Procurement Regulation"
English | ISBN: 0198796749 | 2017 | 656 pages | PDF | 4 MB
As governments are major buyers of goods and services, foreign companies are keen to be able to participate in procurement opportunities on an equal footing with national firms. This has given rise to the inclusion of procurement disciplines in trade agreements and to internationally-agreed good regulatory practices in this important policy area. The contributions to this book examine how the dynamic mix of bilateral, regional, plurilateral and international norms on government procurement is reflected in purchasing practices at the national level and whether these are leading to convergence in policies and approaches. The countries studied span both advanced, high-income economies and emerging economies. Some are members of the WTO procurement agreement, others are not. Most WTO members have decided not to commit to binding international disciplines on procurement in trade agreements. This book explores whether there has been nonetheless internationalization of good procurement practices, and what current public purchasing processes suggest as regards the value added of signing on to binding rules of the game in this area.

E-BooksThe Internal Market as a Legal Concept

The Internal Market as a Legal Concept
Free Download Stephen Weatherill, "The Internal Market as a Legal Concept "
English | ISBN: 0198794800 | 2017 | 296 pages | EPUB, PDF | 891 KB + 1340 KB
What does the 'internal market' mean? The EU is committed to the construction of an internal market, and in this analysis Stephen Weatherill explains that the EU's internal market is an ambiguous legal concept. One may readily suppose that the United Kingdom possesses an internal market. So does Germany, so does France, so does Australia, and Canada, and the United States of America. The European Union aspires to an internal market, but the detailed patterns governing these several internal markets are not uniform; in fact they vary according to the extent to which the constituent units are permitted to pursue different regulatory policies. They vary according to the scope of law-making competence and powers allocated to the central authority. They vary according to the governing institutional (judicial and political) arrangements. The quality and intensity of the regulated environment varies according to the choices made. There is a broad band of possible internal markets, ranging from one that is radically decentralized as a result of a choice in favour of unrestricted inter-jurisdictional competition to, at the other extreme, one that is radically centralized in the sense that law-making competence has been completely stripped away from the constituent units in favour of the central authority. Within that spectrum there is a huge range of options.
